Proposal being assessed

Funding application to DHSC for the Urgent and Emergency Care Support Fund for Local Authorities

Officer(s) carrying out assessment

Abi Barron

What are you proposing to do?

Submission of a funding application for urgent and emergency care funding to support a range winter discharge schemes.

Why are you proposing this? What are the desired outcomes?

North Yorkshire was invited by DHSC to submit a funding proposal as it is defined as one of those local authorities in areas with the greatest health and care challenges and it was asked to submit proposals to say how the Council would use this funding to strengthen the resilience of urgent and emergency care services this winter. The aim of this funding is to improve discharge performance and manage system pressures during 23/24 winter period.

Does the proposal involve a significant change to current ways of working / service provision? Please give details.

The proposed schemes within the funding application are consistent with schemes used in previous years where a positive impact on system pressure was evidenced.  This is also in line with an integrated intermediate care model which is in the process of development in partnership with NHS organisations as well as the NYC transformation plans for reducing short stay residential bed usage.

Does the proposal involve a significant commitment or removal of resources? Please give details.

This proposal is not anticipated to remove any resource. Given the increase in discharge activity, it is likely that it will result in additional resources to support the winter period.

Impact on people with any of the following protected characteristics as defined by the Equality Act 2010, or NYC’s additional agreed characteristics

As part of this assessment, please consider the following questions:

·       To what extent is this service used by particular groups of people with protected characteristics?

·       Does the proposal relate to functions that previous consultation has identified as important?

·       Do different groups have different needs or experiences in the area the proposal relates to?

You are advised to speak to your Equality rep or contact the legal team for advice if you are in any doubt.
